摘要(Abstract)：

国外高校强制性开放获取政策的实施为开放获取的发展注入了强大动力。在调研国外十几所一流高校实施强制性开放获取政策情况的基础上,分析政策内容,总结其强制性开放获取的特点,最后对国内高校实施强制性开放获取政策提出建议。
