摘要(Abstract)：

面对全球Covid-19的严重威胁，大学开放教育再掀高潮。大学图书馆如何推进开放教育资源(OER)建设和服务是值得研究的现实命题。此文基于加拿大卑诗省大专院校联盟开放教育馆员社区的实践，从其发挥的作用和运作优势等方面进行调研。开放教育馆员社区起着促进联盟内OER共建共享、承担联盟OER管理维护、开展OER绩效评估、支持OER出版服务、组织OER宣传培训和搭建OER交流平台的作用；同时，社区政策环境优越，拥有素质高、责任心强的专业馆员队伍，擅于扬长避短，创新发展，也是其有效运作不可或缺的因素。我国应加大政策引导和扶持力度，组建区域性开放教育馆员社区，创建OER门户和OER共享库，不断创新OER类型，设置专岗，结合特长有的放矢，全面加强OER建设服务指导和培训工作。
