摘要(Abstract)：

与绿色开放获取模式相比,金色开放获取模式更具有可持续性,因此荷兰选择了金色开放获取的道路。为了实现2024年荷兰所有出版物100%开放获取的目标,荷兰积极与出版商进行协商,促使出版商转向开放获取出版。在分析与出版商签订协议内容的基础上,总结了荷兰金色开放获取模式的特点,最后提出了加快我国开放获取的行动建议。
