国外文献信息供应商巨头并购的特征、影响与对策分析Analysis on the Characteristics, Impacts and Countermeasures of the Mergers and Acquisitions of Foreign Literature Supplier Giants

摘要(Abstract):
近年来,国外文献信息供应商巨头的并购活动愈演愈烈,为其塑造行业格局、加强话语权起到了关键作用,也给图书馆文献信息资源建设带来了深远的影响。文章分析了国外文献供应商并购的战略目的,指出争夺市场份额、增强竞争力始终是供应商并购背后的基本逻辑,并对Elsevier等7大文献信息供应商巨头近年来的并购活动进行考察,分析其中所呈现的4大特征:频率高、规模大,跨界尺度大,信息与情报服务领域成为热点,以及面向终端用户布局。文章探讨了文献信息供应商巨头并购给图书馆文献信息资源建设与服务带来的不利影响,如价格上涨、信息服务封锁、多样性减少、权力失控与让渡、数据安全隐患等,建议在改进馆藏策略与资源共享服务、加强谈判能力、转变采购模式、探索合理的开放获取实施路径,以及推进开放学术基础设施建设等方面,图书馆界与其他利益相关者共同付诸努力以应对潜在危机。
