摘要(Abstract)：

全面调研国内外开放获取政策,研究国内外开放获取政策框架体系,提出公共资助机构开放获取政策框架建议。以国家自然科学基金委员会开放获取政策制定为例,研究与提出中国资助机构开放获取政策建议,推动中国公共资助机构开放获取政策与科研成果开放获取进程。
